Economic Overview

This session will provide a strategic overview of the macroeconomic environment that may affect the overall direction in interest rates for a financial institution. Objective: Participants will learn about various environmental factors and their subsequent impact to both earnings and asset valuation.
Fixed Income Portfolio Management
This session will provide an overview of the essential building blocks of a fixed income investment portfolio relative to bond sector, product structure, and security maturity. Objective: Participants will obtain a greater understanding of various fixed income portfolio products and strategies, with particular emphasis on the benefits of building a cash flow ladder that performs in rising, falling, and static interest rate environments.
Mortgage-Backed Securities (MBS)/Pass-Throughs
This session will provide an overview, with current market color and commentary, of the risk factors and opportunities associated with various fixed-rate mortgage pools issued by FNMA, FHLMC, and GNMA, including: 10-yr, 15-yr, 20-yr, and 30-yr collateral. Objective: Participants will learn how to utilize this amortizing product to build a cash flow ladder in a fixed income portfolio, while analyzing each bond using associated Bloomberg screens.
Agency Collateralized Mortgage Obligations(CMOs)
This session will provide an overview, with current market color and commentary, of the risk factors and opportunities associated with multi-class securities backed by Agency/MBS pools issued by FNMA, FHLMC, and GNMA. Objective: Using the associated Bloomberg screens, participants will learn how to utilize various structures, including Sequentials and Planned Amortization Classes (PAC), to add greater cash flow certainty and defined maturity dates to a fixed income portfolio.
Regulatory Expectations
Our Office of Regulatory Affairs will review the current regulatory environment, including newly proposed rules, policy statements, and other guidance effecting financial institutions. Objective: Participants will gain insight from a former examiner’s perspective on how to meet today’s regulatory expectations while maintaining the balanced risk based approach necessary in today’s market.

Speaker Bios
Frank Santucci is the Managing Director of ALM Services at First Empire Securities, Inc., and is an authority on asset liability management in the institutional fixed income market. He is the principal author of the ALM model used by First Empire’s affiliate Balance Sheet Management Services, and he is a frequent speaker at regional and national conferences on various ALM and risk management techniques, as well as current industry trends
E. Prescott Ford is the Managing Director of the Office of Regulatory Affairs at First Empire Securities, Inc., and formerly served as a National Bank Examiner with the Office of the Comptroller of the Currency. Drawing on more than 20 years of experience in the regulatory/compliance examination sector, Prescott keeps clients in step with a constantly changing regulatory landscape. A valuable resource for banks and credit unions, he frequently authors regulatory updates, participates at industry conferences, and conducts educational webinars and seminars on the subjects of interest rate, liquidity and investment portfolio risk management. In addition to seminars hosted by First Empire, Prescott has addressed industry groups, such as the Southern California Credit Union Association and the Credit Union Executives Society. He also recently authored the Credit Union Times article “Management Manages, Not the Examiner.”
 
Prescott was a commissioned National Bank Examiner with the Office of the Comptroller of the Currency (OCC) for 13 years – stationed in Ohio and New York. In this capacity, he performed capital markets retail credit, mortgage banking, and other examinations at banks in all four OCC districts across the United States and abroad. Having worked with institutions of all sizes, he developed a strong understanding of the myriad issues that these institutions and their senior management face. Prescott was awarded recognition on seven occasions by four Assistant and Deputy Comptrollers at the OCC, and was the recipient of the Special Service Award for excellence in bank supervision.
 
Prescott applied his experience as a regulator to develop the global compliance examination function at Fitch Ratings. During his tenure with the company, Prescott was instrumental in creating and designing the group’s mission statement, strategic plan, policy and procedures manual, as well as a quantitative risk assessment model. He was involved in managing multiple concurrent compliance examination activities, as well as communicating observations and recommendations to all levels of management, members of the Board, and the U.S. Securities Exchange Commission (SEC). He has been a Chartered Financial Analyst (CFA) charter holder since 2004, and a member of the New York Society of Security Analysts (NYSSA).
